One must own the whole loop: the decision, the system it acts on, and the measurement of what the decision did. Growing is involved — a crop is the most honest instrument we know for judging a controlled environment, because it cannot be argued with and it cannot be impressed.
We change one thing at a time where we can manage it, and we write down what happened.

Working rules

- A change that cannot be compared is an anecdote. We arrange the work so that it can be compared, and admit it when it cannot.
- Measurement before control.
- A controller pointed at a bad sensor automates the badness. We spend on knowing before we spend on doing.
- One year is one data point.
- We hedge the first year, run it again, and accept whichever way it falls.
- Defer more than we buy.
- Deferring is a result too, and cheaper than most.
- A number without context is journalism.
- The conditions stay stapled to the figure; a number travelling alone is for reading, not for building on.
